Initial set up of Great Start (Cadet) page.
The Cadet Great start needs updating.
1. National's most recent document is from 2008. In 2018 it was revising it but nothing new has been released. https://www.gocivilairpatrol.com/programs/cadets/library/greatstart
2. There are countless modified versions at units across the us; all have some merit but nothing is consolidated; Alabama has a nice guide that we could use as a template: https://al032.cap.gov/join/cadet-great-start-program
