Initial set up of Great Start (Senior) page.
The Senior Great start needs updating.
1. National's most recent document is hidden and only available through search engines or in old printed booklet format.
2. There are going to be variations for each state; one PA unit has some helpful info at this location: https://lawrencecountypa.cap.gov/members/members-seniors/new-seniors-guide
