RGamber46: Created first draft

Most CAP mailing lists are created using a regular feed of data about members made available by National Headquarters CAP - the feed is called CAPWATCH.

Each unit in Civil Air Patrol must use the central feed in order to create and maintain their mailing lists independently. In other words, your squadron has its own mailing lists, COWG has their own mailing lists, RMR has their own mailing lists, UTWG has their own mailing lists, and NHQ has their own mailing lists. From time to time, when RMR sends out emails, people reply to the sender and say 'please unsubscribe me'...but most of the time, that's not the right way to get less mail.

If you really wish to be removed from email lists, please check the 'do not contact' box associated with your eServices primary email address. The 'do not contact' checkbox is available in CAPWATCH and, although it's not mandatory for units to honor the checkbox, most of the units I know honor it. It's really the only way to tell everyone you want to stop receiving emails from CAP.

To click the 'do not contact' checkbox:

# Log in to eServices
# Go to your name (if using a desktop browser) or the two gear icons (if using a mobile browser) in the upper-right corner of eServices
# Click "Contacts"
# Under "Current Contacts", you most likely have a contact of type "Email" and priority "Primary". If you scroll all the way to the right of that line, you will see an "Edit" button.
# Click the "Edit" button on the far right of the row which is associated with your primary email address. The second-to-last column is called 'Do Not Contact'.
# Click the 'YES' checkbox in the 'Do Not Contact' column
# Click the "Update" link on the far right of the row which is associated with your primary email address.

Please note: checking the 'do not contact' box will opt you out of most Civil Air Patrol communications, possibly including important communications from your squadron, wing, region, or national headquarters. If you wish to be opted out of only RMR communications, please contact it@rmr.cap.gov.

Channel meetings vs. private meetings
Teams meetings can occur on an invite-only basis, or they can be made more public to everyone in a Teams channel. The main difference is in who is notified when the meeting is scheduled or when the meeting begins:

* When a channel meeting begins, Teams will attempt to notify all members of the channel that a meeting has begun, and the channel feed will be updated to say that a channel meeting has begun.
* When a private meeting begins, Teams will not attempt to notify anyone, and no channel feeds will be updated.
|Private meetings
|No

Creating a meeting using a Guest account
When starting a Teams meeting as a Guest user, Teams will create an impromptu channel meeting with a unique link. You must then send the link to people who will attend the meeting. The meeting link for a given channel's meeting does not change from time to time, so you can use the same link for every meeting.

To host a meeting with a Guest account:

# Log in to Teams
# Select the proper Team and channel to use for your meeting. When you start a channel meeting, Teams will attempt to notify everyone in that channel (which is usually everyone in the Team) that a meeting has begun. If you select the wrong channel, the wrong people will be notified.
# Whichever team and channel you have selected when you perform the next step and click the video camera icon in the upper right corner. This will start an instant meeting, and a link will be provided with which you can invite people to the meeting.

Using a real RMR email account
Private meetings are the easiest way to create a meeting:

# Log in to Teams
# Go to 'Calendar' in the left rail
# Click on "New Event" in the upper right
# Add a meeting title, add invitees, set the recurrence schedule if applicable, and add a meeting description

However, scheduled channel meetings are useful for continuity. Using a scheduled channel meeting, the meeting will remain in place even after you stop serving RMR and someone succeeds you.

Purpose
The Form 37 application was originally designed for temporary equipment issue of individual pieces of equipment. But, events (like Encampments, Wing Conferences, etc.) often involve temporarily issuing dozens of pieces of equipment. It becomes difficult to track individual issues unless the equipment is associated with the event in addition to the originating and destination parties.

Event stand-up
Events allow a person to track equipment which was associated with that event at the time the event began. For example, imagine you're the person in charge of tracking 10 radios for a small Search and Rescue Exercise ("SAREX"). At the conclusion of the event, you want to make sure everyone has either accepted responsibility for the equipment or returned the equipment to you. Here's the basic workflow in the Rapid Equipment Tracker:

# Create an Event in the Rapid Equipment Tracker app
# Associate all 10 equipment IDs of the equipment with the Event
# Begin recording temporary equipment issues from the Event screen
Accountability during events
At the time a temporary issues are recorded during event stand-up, emails are sent to the recipient asking them to electronically accept or reject the equipment. But, until the recipient accepts or rejects, the equipment is in an ambiguous state: what happens if the equipment is lost? Is it the responsibility of the originator or the recipient?

Following up on these 'loose ends' is critical to ensuring equipment is in positive control at all times. The Rapid Equipment Tracker aids in tying up these loose ends using the event closeout functionality.

Event stand-down
As the person in charge of equipment for this event, you must close out the event. Any temporary equipment issues which have not been accepted must be resolved prior to closeout. Here's what the closeout process looks like:

# Viewing the Event status screen in the Rapid Equipment Tracker will show the temporary issue status of all equipment associated with the event. Each piece of equipment associated with the event is listed along with it's Form 37 status.
# When all Forms 37 are moved to 'accepted' or 'rejected' status, the equipment manager initiates event stand-down

The Logistics manager at the next echelon must then approve the event stand-down.

How to Log in to Teams
We recommend that you use either an InPrivate browser window, Incognito browser window, or a separate browser profile used only for logging in as your RMR Teams guest account, so as to avoid confusion about who you are logged in as. Microsoft Teams tends to get confused about who you are trying to log in as when you have multiple accounts. Keeping your browser profiles separate is the best way to avoid this confusion.

Then, go to the RMR Teams web site in your web browser. You will receive a prompt to open the Teams App, Open the Web App, or download the Teams App. We recommend using the Web App. Then, log in with your account email address. Typically, this is your primary CAP email address. It can be a Gmail address, a RMR Wing email address (you@utwg.cap.gov), a CAP.gov address (ex. jsmith@cap.gov), or your work email address (ex. you@youremployer.com).

When you type in your email address, one of two things will happen depending on whether there is a Microsoft account associated with the email address:

1) If there is a Microsoft account associated with your address, you will be prompted to enter a password

2) If there is not a Microsoft account associated with your address, the system =will say that your account wasn't found, but it will provide you with a link to receive a one-time password sent to that email address.

Use whichever option works for you.

When you log in, you may see an error message indicating you don't have access to that team. But if you acknowledge the error message, it will disappear, and then you can click on the "Teams" item in the left navigation rail to see the teams of which you are a member

Teams and Multiple Organizations
Note that if you are a member of one or more Teams organizations, you may not see what you expect when you log in. You may need to click in the upper right-hand corner and switch your organization to Rocky Mountain Region Civil Air Patrol.

After logging in to Teams, click the left rail to see the RMR Teams of which you are a member.

The Rapid Equipment Tracker app (also known as the Form 37 app or CAPF 37 app) is an application built on CAP's D2R platform to help members track temporary issues of CAP equipment. It is intended to decrease costs of equipment loss by making it easier to track temporary issues of equipment.

The app is located at https://form37cap.mendixcloud.com/ (save the link on your mobile device for easy access)

To log in for the first time, use the 'Forgot Password' feature (see limitations).

Limitations
* The form 37 app doesn't write information to ORMS; it maintains a completely independent copy of data
* Lack of single-sign-on. Currently, all of the app's logon usernames/passwords are independent from eServices.

Features
The Form 37 app supports the tracking of these operations:

* The temporary issue (and return) of equipment between lockers/units, members, or any combination thereof
* See the timeline of temporary issue transfers (NOTE: this feature is available only to commanders, logistics officers, supply officers, transportation officers, and communication officers)
* Tracking non-O.R.M.S. equipment
* Bulk checkout allows for associating temporary equipment issuance with an event, like a Wing conference, or an Encampment
* (coming soon) Search for any equipment nation-wide and find contact information for the equipment's custodian
* (coming soon) Track equipment for a large event or exercise (like NESA or wing conferences)

Known Bugs
* When equipment is returned, it creates another Form 37 for the return, and the 'return Form 37' remains on the returnee's list of temporarily issued equipment
* Official/non-temporary issue transfers are not reflected in the app
* The CAP regulation governing equipment accountability (CAPR 174-1, which is found on CAP's Regulation page) does not mention, require use of, or promote use of the Form 37 app

Releases
The app was released for general use on 25 Sep 2024. At this time, it is open to all CAP units who wish to use it.

RGamber46: Initial revision

Step 1: Choose Initiator
The person initiating the transaction must be logged into the Rapid Equipment Tracker using their personal CAPID.

The Rapid Equipment Tracker allows members to temporarily assign equipment using either a two-party model or a three-party model. This documentation will cover all scenarios.

Two-party model:
A member wishes to temporarily issue equipment to another member, and the transaction does not involve a third member like a Commander, Logistics Section Chief or a Logistics Officer. Either the origin or destination member will initiate the temporary issue process.

Three-party model:
If equipment is issued from one member to another by a third party, like a Commander, Logistics Section Chief, or Logistics Officer. In this scenario, the third party initiates the temporary issue on behalf of the origin or destination member.

Step 2: Enter Equipment asset tag ID
The member wishing initiate the process must logs in to the Rapid Equipment Tracker app and enter the equipment asset tag ID of the equipment to be temporarily issued. The Rapid Equipment Tracker will look for the asset tag ID in O.R.M.S. and, if found, a screen will present some information about the equipment. The member initiating the temporary issue must verify the correctness of the equipment record and, if correct, enter the origin of the equipment.

Examples of asset tag IDs (images needed):

* Foil Asset Tag ID
* Comm Asset Tag ID

Step 3: Enter the Origin and Destination of the Equipment
The equipment origin can either be a locker (or other central bank of equipment) or a member:

* if the origin is a unit, the initiating member is expected to enter some identifying information about the origin unit. You can enter:
** Full or partial charter in the format REG-WG-XXX, like RMR-CO-136
** Full or partial unit name
** Example: If you're looking for RMR-CO-136 Jefferson County Senior Squadron
*** These phrases would show the unit in search results: Jefferson, Jefferson County, 136, CO-136, RMR-CO-136
*** These phrases would not show the unit in search results: Jeffco, CO136
* If the origin is a member, the initiating member is expected to enter at least some identifying information about the origin member. You can enter:
** Full or partial CAPID
** Full or partial name
** Example: If you're looking for Stephen J. Hughes:
*** These phrases would show the member in search results: Stephen, Steph, Hughes, Hugh, Stephen J Hughes
*** These phrases would <u>not</u> show the member in search results: Steven, Steve, Stephen Hughes, Stephen J. Hughes (because it has a period)

Step 4: Choose Start and End Date
Choose the start date and end date of the equipment temporary issue.

The default start date is today, and the default end date is seven days after the start date.

Step 5: Review and Certify
The initiator reviews the transaction and enters their CAPID again (even though they are already logged in) to re-certify they are logged in and they wish to initiate the temporary issue.

Step 6: Destination chooses Accept or Reject
When the transaction is certified by the initiator in Step 5, notifications are sent as follows:

Destination Notifications
* If the destination is a member:
** The destination member receives an email prompting the destination member to accept or reject the temporary issue
** The destination member will see pending equipment on the home screen of the Rapid Equipment Tracker
* If the destination is a locker/unit:
** The destination unit does not receive an email
** Any of the unit's (or the unit's higher echelons) commanders, logistics officers, supply officers, or communications officers will see an 'accept' or 'reject' label <u>if</u> they log in to the Rapid Equipment Tracker and look at the "LG Home" screen

Origin Notifications
* If the origin is a member:
** If the origin is the same as the initiator: No notification is made to the origin member
** If the origin is different than the initiator: The origin member receives an email notification indicating that a temporary issue was initiated, and it must either be rejected or accepted by the Destination to be considered final
* If the origin is a unit:
** No notification is made to the origin

* The temporary issue of equipment from one member to another (and return of equipment)
* The temporary issue of equipment from an equipment locker/bank to a member (and return of equipment)
* See the timeline of temporary issue transfers (NOTE: this feature is available only to commanders, logistics officers, supply officers, transportation officers, and communication officers)
* Tracking non-O.R.M.S. equipment

RGamber46: Created page to discuss types of Microsoft accounts

A Microsoft account is required to do use many features of Microsoft Teams. This page explains the types of Microsoft accounts, how to know whether you have an account, and how to create one if you don't have one.

Types of Microsoft Accounts

It is important to understand the types of Microsoft accounts:

* A Work/School account
** A paid Microsoft Office 365 account which includes an email address
* A personal account
** An Outlook, Hotmail, or Live.com mail account, which may also be an Office 365 account (depending on whether you pay a recurring fee for access to Microsoft apps like Word, Excel, PowerPoint, etc.)
** An account which doesn't include email service; it's an account used only to access Microsoft services other than email. These accounts can use any email address; you don't have to create a new email address to create this type of account.

How to determine whether you have a Microsoft account

If you aren't sure whether you have a Microsoft account, go to login.microsoftonline.com on a desktop web browser. One of two things will happen:

* If you are immediately redirected to www.office.com, then you have an account and you were automatically logged in. Now, make sure you know which account you were logged in to. Click in the upper right hand corner and write down the email address shown in the drop down (See Figure 1 below). If the email address isn't the same as your primary CAP email address , you have a complex situation and you need to contact it@rmr.cap.gov and learn how to use browser profiles to separate your personal and CAP Microsoft accounts.
* If you are prompted for an email address, it means you aren't already logged in. Type in your primary CAP email address and click 'next'. One of two things will happen:
** It will say 'username incorrect', which means there is no Microsoft and you have to create one
** It will ask you for a password, which means there is an account
** It will ask you whether it's a School/Work account or a personal account, which means you have a complex situation and you need to contact it@rmr.cap.gov to learn the difference between your School/Work Microsoft account and your personal Microsoft account.

Creating a Microsoft account

If you are sure there is no Microsoft account associated with an email address, you need to create a Microsoft account. Go to microsoft.com, and click in the upper right hand corner. It will ask you to enter an email address...do NOT click to create a new email address...just enter your primary CAP email address, and choose a password.

Then, go to login.microsoftonline.com and verify that you're signed in with your primary CAP email address. See Figure 1 below.

RGamber46: Added page to describe limitations with Guest accounts

To access RMR resources, such as department continuity files, you must log in to Office 365/Teams. Unfortunately, logging in is not totally straightforward because RMR accounts are either real @rmr.cap.gov email accounts, or guest accounts.

What is a guest account?

An Office 365/Teams guest account is an account that uses an email address other than @rmr.cap.gov. For example, let's say you're a COWG member but you have an RMR duty assignment. You might have a @cowg.cap.gov account, and you only want to use that email address for all CAP business; in other words, you don't want an @rmr.cap.gov account. People in this situation must log in to RMR Office 365 as a guest account, rather than a real @rmr.cap.gov account.

Guest accounts have many of the same capabilities as real @rmr.cap.gov accounts, but there are some limitations. Here are some examples of things you can/can't do with an Office 365 guest account:

RGamber46: Created page to explain why RMR is making changes.

The RMR IT department is reworking the RMR Office 365 system in late 2024 and early 2025, and this page explains changes and what they mean to RMR staff.

Why are we making changes?

RMR IT and RMR Command are aligned in using Office 365 to collaborate more effectively than ever before. Yet, the majority of RMR staff, committees, and members are not utilizing Office 365 for this purpose. We think that's because people aren't familiar with Office 365, its capabilities, or how to use it. So, RMR IT is providing documentation and instructions to increase the likelihood that people use Office 365.

The RMR IT objective has changed over the years. It used to be that only primary staffers had an RMR email account, and they were expected to use it. The policy now supports all staff members, and no longer requires the use of an RMR email account. This is accomplished through a hybrid approach where most RMR staffers will use their preferred email address, regardless of the provider: cap.gov, capnhq.gov, cowg.cap.gov, Gmail, Hotmail, or any other email provider. However, anyone an RMR email account can still obtain one.

This change requires that RMR IT consider each staffer's needs with respect to using a pre-existing email account vs. a dedicated rmr.cap.gov email account. To learn each staffer's needs, RMR conducted an IT Needs Survey in Q2 2024. Based on RMR IT's evaluation of each staffer's needs, RMR IT will be removing, modify, or creating accounts for each staffer.

What changes are being made?

First, many of you have @rmr.cap.gov email accounts. With a few exceptions*, those email accounts will be disabled. The email addresses associated with those accounts will be forwarded to the primary department leader's primary email address. For example, if your RMR email address was lg@rmr.cap.gov, but eServices lists todd@mac.com as your primary email address, messages sent to lg@rmr.cap.gov will simply be forwarded to todd@mac.com.

Second, each department will have its own team in Microsoft Teams, where they can keep 'private' files which pertain to running that team: continuity documents, inspection results, training resources, forms, mail/email templates, and other things that help the department run but which don't belong on the public-facing RMR web site. In the coming months, RMR Command will be expecting each team to start putting files in their Microsoft Teams files location.

Why Office 365/Teams, and not Google Workspace?

A lot of people are familiar with Google Workspace products (Gmail, Slides, Sheets, Meet, etc) and those people often wonder why we are using Microsoft Office 365 instead of Google Workspace. The short answer is that it was simply a command decision to use Microsoft Office 365. It is the position of RMR IT that the two tools are equally capable, accessible to RMR, and acceptable for the needs of RMR.

The Rapid Equipment Tracker app (also known as the Form 37 app or CAPF 37 app) is an application built on CAP's D2R platform to help members track temporary issues of CAP equipment. It is intended to decrease costs of equipment loss by making it easier to track temporary issues of equipment.

The app is located at https://form37app.mendixcloud.com/

To log in for the first time, use the 'Forgot Password' feature.

Features
The Form 37 app supports the tracking of these operations:

* The temporary issue of equipment from one member to another (and return of equipment)
* The temporary issue of equipment from an equipment locker/bank to a member (and return of equipment)
* See the timeline of temporary issue transfers (NOTE: this feature is available only to commanders, logistics officers, supply officers, transportation officers, and communication officers)
* (coming soon) Search for any equipment nation-wide and find contact information for the equipment's custodian
* (coming soon) Track equipment for a large event or exercise (like NESA or wing conferences)

It can track both non-expendable equipment (equipment purchased for $500 or more, which exists in O.R.M.S.), and expendable equipment (equipment purchased for less than $500).

Limitations
* Lack of single-sign-on. Currently, all of the app's logon usernames/passwords are independent from eServices.
* The form 37 app doesn't write information to ORMS; it maintains a completely independent copy of data
